The Election Commission (EC) on Tuesday conveyed its concern regarding the government's announcement of direct cash transfer and directed that it should be on hold in Gujarat and Himachal Pradesh where the elections were due. The poll panel in strong words conveyed in the letter stated to the Cabinet Secretary Ajit Seth that it "expects that such announcements during Model Code of Conduct operation are avoided".The EC further specified that the government's reply regarding the Aadhaar-based Direct Cash Transfer scheme was "silent with regard to the justification sought by the commission as to the necessity of announcement of the scheme at this juncture, when the model code of conduct is in operation in Gujarat and Himachal Pradesh".The EC instead of looking into the merits of the policy decision want to focus on whether such an announcement can have an effect on the elections and "whether it will disturb the level-playing field".

The opposition slammed the economic move in parliament and called it anti-people and a move which was a sell out to multi-nationals. The UPA defended this by stating that the states had option to implement it or not and termed the debate "totally political".In the four-hour debate leaders from the main opposition BJP and Left, as well as allies Samajwadi Party, Bahujan Samaj Party (BSP) and DMK, and erstwhile ally the Trinamool Congress, lashed criticism on FDI in retail. The SP and BSP mentioned the name of Mahatma Gandhi and swadeshi movement to request the Congress-led UPA government to roll back the policy that will enable multi-nationals like Wal-Mart and Carrefour set up shop in India. Since the allies are also questioning the FDI in retail, question arises which way the vote will go in parliament on Wednesday.
