Cabinet Secretariat



Prior to the acceptance of the portfolio scheme in the Government of India, all governmental dealing was liable by the Governor-General-in-Council. The Council had to execute the job of the joint consulate board. During that time, the beginning of the Executive-Council of the Governor General took place. In September 1946, the name of the Office of Executive Council's Secretariat was changed to Cabinet Secretariat-India.

The Office of the Cabinet Secretariat-India was transformed into an organization for implementing harmonization between the Ministers. In the year 1957, the Defense Committee of the Cabinet was composed under Cabinet Secretariat for which the Defense services' officers were drawn.

In the year 1970, the Department of Electronics, Department of Personnel, Department of Scientific and Industrial Research were created under the Cabinet Secretariat. The Cabinet Secretariat in India is under the jurisdiction of the Prime Minister. Cabinet Secretary is the administrative head of the Cabinet Secretariat.

The Cabinet Secretariat of India is accountable for the management of the Government of India (Allocation of Business) Rules 1961, the Government of India (Transaction of Business) Rules, 1961 aiding the smooth dealing of business in Ministries or Departments of the Government by guaranteeing observance to the rules.

The subject areas where the Cabinet Secretariat- India functions include the Rules of Business and Secretarial Assistance to Cabinet and Cabinet Committees. This type of assistance by the Cabinet Secretariat- India contains:
  1. Preparation and circulation of agenda
  2. Supervising implementation of decisions taken by the Cabinet
  3. Convening of meetings of the Cabinet by the Orders of the Prime Minister
  4. Preparation of record of discussions
  5. Circulation of the record on approval of the Prime Minister
  6. Circulation of papers of cases related to the agenda
Inter-ministerial coordination, monitoring and promoting new policy initiatives are some other major functions of the Cabinet Secretariat of India.

The Cabinet Secretariat makes it sure that the President, Vice-President and Ministers are aware of the chief actions of all Ministries or Departments through Monthly synopsis of their activities. The Cabinet Secretariat also has the function of managing different crisis situations in the country.
