According to the great Epic, Mahabharat, the territory that forms the state of Himachal Pradesh at present, was made up of large number of small republics. These were known as Janpadas and each of these constituted both of a state and of a cultural unit.

The Audumbras were a very important and prominent clan that lived in the lower hills of Himachal Pradesh. The Audumbras had established an individual state at around 2 B.C.
Another independent republic or janapada at the foothills of Himachal was the Trigarta. It was naturally irrigated by three rivers. The three rivers were Beas, Ravi and Satluj. It is believed that the name Trigarta had been derived from the confluence of the three rivers.
The realm of Kilita or Kuluta, as it is also known as, was located in the upper part of the Beas valley region. This kingdom is also sometimes referred to as, Kully valley. The capital of the Kuluta was known to be a place called Naggar.
There was another dominion in the Early History of Himachal Pradesh, which was called Kulindas. Gupta Empire and Raja Harshavardhan were the other rulers of the Himachal Pradesh region.
