Lokayukta Human Rights Commission


The first Lokayukta Human Rights Commission of the state of Himachal Pradesh was Justice P.C Balakrishna Menon who chaired the Human Rights Commission along with performing his duties as the Lokayukta from 1995 to 1998 when he resigned from the post to be appointed as the Lokayukta of the state of Kerala.

The office of the Lokayukta was set up on the recommendation of the Administrative Reforms Commission to address the grievances of the citizens of the state and also to ensure effective working of the public administrative sector. The Lokayukta addresses problems of corruption and indiscipline in the government offices. The Human Rights Commission of the state of Himachal Pradesh was established in the year 1995 under the Protection of Human Rights Act of 1993. The government of Himachal Pradesh deemed it important to vest the powers of the commission to the honorable Lokayukta of the state. Various Lokayuktas have chaired the Human Rights Commission of Himachal Pradesh from its inception.

After the resignation of Justice P.C Balakrishna Menon , the Chief Justice of Kerala High Court, Justice O.P. Verma was appointed the Lokayukta and the Chairman of the Human Rights Commission of Himachal Pradesh in 1999. He resigned from the post after being appointed the Honarable Governor of Punjab in 2003. The office of the Human Rights Commission of Himachal Pradesh continued functioning with appointment of new members and an acting chairperson. The post of the acting chairman was annulled and the post remained empty since then. Some of the members of the commission have also resigned.

The Lokayukta Human Rights Commission of Himachal Pradesh performs the dual function of ensuring the effective working of the administrative machinery and ascertain that the rights of the citizens of the state are not encroached upon.
