Jammu & Kashmir Legislative Council

Jammu & Kashmir Legislative Council has been marked as the upper house of the Legislature by the Constitution of the state and rules regarding the same has been inscribed in section 46. The Jammu & Kashmir Constituent Assembly was created in the year of 1957. Soon after its formation, the Constitution of the state directed that the Legislature will comprise of two houses - upper and lower- and the Governor will be included in the same category.

As the upper house of the Legislature, Legislative Council of Jammu & Kashmir has a strength of 36. The rules and regulations relating to the tenure of the members of the Legislative Council is decided on the basis of the termination period. Unlike the Legislative Assembly, the Legislative Council of Jammu & Kashmir can not be terminated automatically. Hence, one-third members of the Legislative Council are asked to retire after the completion of the second year itself.

Legislative Council of the state of Jammu & Kashmir plays an important role in the state since all the members are equally concerned and knowledgeable about their respective responsibilities towards the people of the valley. In order to bring a socio-economic stability in the state of Jammu & Kashmir the ministers of Jammu & Kashmir Legislative Council offers best of their efforts.

Shree G R Mehboobi who became a member and participated in the Secretariat of the Legislative Council of the state is known for his diligent endeavors. Being a prime member of the Jammu & Kashmir Legislative Council his functions include attaining different meetings with the secretaries and Legislative members on a national level.

Jammu & Kashmir Legislative Council is one of the most significant part of the Legislature of the state.
