The Governor of Manipur serves as the executive head of the state and he is vested with particular authorities to govern the state.

At present, Gurbachan Jagat is the Governor of Manipur in India. Mr. Jagat took oath as Governor on July 23, 2008.
Early life and career of Gurbachan Jagat
Gurbachan Jagat was born on July 1, 1942. After completing his post graduation degree in English, Gurbachan joined the Indian Police Service in 1966. From February 1997 till December 2000, Jagat was deputed as the Director General of Police in Jammu and Kashmir. Subsequently, he served as the Director General of the BSF (Border Security Force) and he held this position till the month of June 2002. After this stint, he was deputed at the Union Public Service Commission. He continued to work for the UPSC for a period of five years. During this period, he was the chairman of the organization for one and a half years, until being designated as the Governor of Manipur.

Gurbachan Jagat took over as Governor of Manipur with effect from July 23, 2008. Other than this, he also served as Governor of Nagaland (additional charge) from July 28, 2009 till October 14, 2009.

- Border Security Force (BSF)
Gurbachan Jagat served as Director General of the Border Security Force from December 2000 till June 2002. During his tenure, the Border Security Force improved not only functionally, but also organizationally and technologically. While on one side, the frontiers of Jammu were enclosed effectively, alternatively, a positive endeavor was started to extend to the common people in border areas with municipal action plans, mostly in Jammu and Kashmir. - Punjab Police
From 1982 to 1990, Gurbachan Jagat served as DIG of Punjab Police. He was leading the safety/intelligence setup, organizing the battle against the uprising. Due to his constant endeavors before and after the Operation Blue Star period, Jagat was awarded with the coveted Padma Shri title in 1987.
He was entrusted with the responsibility of ideating and establishing of the Police Housing Corporation as the Managing Director of the organization. He held this position from 1990 till 1995 and made a safe ambience for the police forces. It was he who pioneered the establishment of schools for the kids of police force. Throughout this period, he also had the responsibility of overseeing the linking of different organizations engaged in the battle against insurgency and Operation Night Dominance in the provinces closely located to the frontier of the state.
He also served as ADG Administration and assisted in resetting the main concerns of the Punjab Police back to patrolling in the post-insurgency situation where there is no war. - Jammu & Kashmir Police
Gurbachan Jagat served as the Director General of Jammu and Kashmir Police from February 1997 to December 2000. He was appointed to the post both by the Government of Jammu & Kashmir and Union Government for guiding and overhauling a police force, which once had rebelled and doubts were raised on whose trustworthiness by the common people. Not only the police force was restructured, but enthusiasm attained such elevations that it turned into the forerunner in the battle with terrorism.
The battle versus terrorism was instilled in the minds of the men who were employed from the remotest areas in the state. Gurbachan Jagat played a key role by monitoring the whole process in person, getting them into the prevailing current of thought, and altering their insights towards the country. He initiated setting up of Village Defense Cells to produce transformations in the mindsets of the common people.
A comprehensively new characteristic was attained in fortifying synchronization among different divisions and departments of the administration such as Central Police Organizations, the Armed Forces, the State Police/Administration and Intelligence Agencies. In this way, a harmonized attempt was generated in the battle against terrorist activities in the biggest interests of the country. The Jammu and Kashmir Police force was entirely revamped, re-equipped, and the number of staffs increased nearly twofold to 60,000 from 36,000.
Other positions held by Gurbachan Jagat
Gurbachan Jagat is a Retired IPS officer of Punjab Cadre of the 1966 batch. Other than the aforementioned positions, he was also appointed as Chairman of the Union Public Service Commission (UPSC), a position which he held from April 2006 to June 2007. Earlier, he was member of the UPSC from August 2002 to March 2006.

Academic Background of Gurbachan Jagat
Gurbachan Jagat has a strong academic background with a Master of Arts degree in English Literature, which he obtained from Punjab University, Chandigarh in 1964.
