Speaker of the Legislative Assembly is one of the most prestigious and significant posts of the Indian democratic structure. Harbans Kapoor is the present speaker of Uttarakhand state assembly. This six time MLA of BJP was easily nominated in the post of the speaker since there was no other nomination for the post. Harbans Kapoor has an enviable political record. Never losing a single election, this was he consecutive sixth time that he won from the Dehra Dun assembly constituency. He was universally agreed to be the most suitable candidate in maintaining the importance of the post.

However, there was a certain degree of row within the BJP ranks before the formal nomination of the speaker. Bharat Singh Rawat, the MLA from Lansdowne, Lakhi Ram Joshi from Tehri Garhwal and Krishna Chandra Punetha from Pithoragarh, were the other names that floated in the run for the prestigious post of the speaker at Uttarakhand state legislative assembly. However, the universal acceptance of Sri Harbans Kapoor went a long way in his selection as the Uttarakhand speaker. The issue had to be resolved at the very last moment as there was no clear indication about the nomination even in the last few hours before the holding of the state assembly.

Sri B.S. Khanduri, the new chief minister of Uttarakhand following BJP's formation of the new legislative assembly at Uttarakhand, worked along with the leading leadership of the party to settle the discrepancies within the rank and file of the party to finalise the name of Sri Harbans Kapoor as Uttarakhand's speaker.
