The West Bengal Legislative Assembly was earlier divided into two houses. The upper house of the assembly is called the Vidhan Parishad or the State Legislative Council. The lower house is called the Vidhan Sabha which is the State Legislative Assembly. Bills of the state were raised in either house except the finance bill that was raised in the lower house alone. The bills were debated in the lower legislative house and was only passed with the consent in both the houses. However, with the enactment of the West Bengal Legislative Council Abolition Act of 1969, the upper house of the legislature of the state of West Bengal was dissolved permanently. The legislature of West Bengal now is unicameral in nature and comprises of a single house.
The speaker presides over the legislative dealings in the lower house of the legislature. The speaker has immense powers vested in him in the house. The house is conducted in his presence. In the absence of the speaker, the deputy presides over the legislative assembly.
