It was on May 6 that the Supreme Court had slammed the government for making the CBI a "caged parrot."

The government has finally submitted a 41-page affidavit which spells out the process of making the organization an autonomous body.

There would be a three member committee which will have the PM, the leader of the Opposition and the Chief Justice on board for the selection of the CBI director. The PM will appoint the director after receiving the recommendations from the committee.

There are certain criteria which need to be fulfilled, like an officer needs to be of IPS rank and have expertise in criminal investigation as well as corruption control to be considered. A minimum of two years term is fixed for the director. If there is a complaint, then the director can be removed by the PM after CVC has approved the same. July 10 has been fixed as the date for the final hearing by the apex court on the affidavit.
