Tamil Nadu State Government has decided to conduct a board exam for the Class XI students from 2018. In a major reform in school education in Tamil Nadu since 1979, the state government has also decided to issue a consolidated mark sheet based on marks secured in Classes XI and XII for students passing out in 2019.

Tamil Nadu’s school education minister K A Sengottaiyan on Wednesday afternoon announced and stated that this decision is being taken to improve the performance of the state’s candidates in the different competitive exams, especially the NEET (national eligibility-cum-entrance test). In his statement the minister said, “Keeping in mind the importance of class 11 syllabus for the preparation of competitive exams, we have decided to introduce board exams for class 11. On Friday, we will issue a government order on the same, in which we will explain everything in detail.”

A new syllabus is also slated to be introduced for the higher secondary and an announcement regarding the same will be made on Friday. Tamil Nadu has been following the same syllabus for the past 12 years. A high-level committee comprising of the former vice-chancellors like E Balaguruswamy of Anna University and three others will decide on the new syllabus for a list of classes over the next three years.

Following are the other decisions taken by the education department of Tamil Nadu:

  • The duration of the board examinations had been reduced to 2 ½ hours from 3 hours.
  • The board exam of Class XI will be based on the no detention policy.
  • If a student fails to clear all papers in Class XI, he/she can either appear for that paper in the supplementary exams that will be held in June/July that year or along with Class XII exams the following year
  • Equal weightage would be given for marks secured by the student in Classes XI and XII.
  • The consolidated mark sheet will be for a maximum marks of 1,200 (600 marks for Class XI and 600 marks for Class XII).
  • 10% has been reserved for internal assessment in each of the subject. The internal evaluation will be a continuous process over the two academic years of Class XI and XII.
  • Minimum marks for passing in a subject will be 35%.
  • All practical exams to be conducted will be done in Class XII.

The reason for this reform is the fact that more focus is given to Class XII syllabus and the Class XI syllabus was being ignored by many private schools. As a result of this the students were not performing up to the mark in the combined syllabus of Class XI and XII in the Class XII board examinations. The Director of Government Examinations had also urged the government to pass orders to introduce a public exam in Class XI, so as to help students fare better in all-India exams such as IIT-JEE, NEET and CLAT, besides laying a foundation for their higher studies.

While a section of people, mainly comprising of teachers and educational experts welcomed the move, another section comprising of students were not very happy with the idea as they believe that this will add to the stress factor.
