Finance Minister Nirmala Sitharaman addressed the media with the following points:

~ Economic stimulus finalised to deal with impact of corona lockdown.

~ A package under Pradhan Mantri Garib Kalyan Yojana is ready for the poor who need immediate help like migrant workers and urban and rural poor. No one will go hungry. The package is worth Rs 1.7 lakh crore.

~ We are providing an insurance cover of 50 lakh rupees per person to frontline Corona Warriors – ASHA workers, paramedics, doctors, nurses, sanitary workers – who are putting their lives at risk and treating Coronavirus patients.

~ 80 cr poor people will to get 5 kg/person wheat or rice and 1 kg/family of preferred pulses for free every month for the next three months.

~ Under the cash transfer 8 specific announcements to be made: 

    Farmers

    MNREGA

    Poor widows, pensioners and Divyang

    Jan Dhan Yojana

    Women receive benefits under Ujjwala scheme

    SHG groups

    Organised sector workers

    Construction worker

~ For farmers: Rs 2,000 for each farmer to be frontloaded—right here and now; 8.70 crore kissans to get it before April first week.

~ MGNREGA wages to be increased, benefitting 5 crore families. Rs 2,000 per worker will be the additional income. MNREGA workers wage increased from Rs.182 to 202 rupees per day.

~ 20 cr women Jan Dhan Account holders to get Rs 500 per month for next three months to help them run their households.

~ Ujjawala scheme near 8.3 crore BPL families covered in this, so that no running short of cooking medium, for 3 months free cylinders.

~ Collateral-free loans for Self Help Groups can now be obtained up to 20 lakh rupees, this will benefit 63 lakh SHGs and have an impact on 7 crore households.

~ Govt of India will pay the Employees’ Provident Fund (EPF) contribution, both of employer and employee, put together it will be 24%, this will be for next 3 months. This is for those establishments which have upto 100 employees and 90% of them earn less than 15,000. EPFO regulations will be amended to allow workers under EPFO to draw up to 75% of their non-refundable advance or 3 months of wages, whichever is lower.

~ For the benefit of construction workers State governments to be directed to utilise an existing Rs 31,000 crore welfare fund for the benefit for 3.5 crore construction workers.

~ District Mineral Fund: Central Govt to request State Govts to use this fund to augment medical testing and screening and providing health attention.

According to a report on Reuters, the Centre is likely to agree to an economic stimulus package of more than Rs 1.5 trillion to fight a downturn in the country that is currently locked down to stem the spread of novel coronavirus. For this matter, discussions are ongoing between Prime Minister Narendra Modi’s office, the finance ministry, and Reserve Bank of India (RBI).

One of the sources, a senior government official who spoke with Reuters, said the stimulus plan could be as large as Rs 2.3 trillion.

The package, likely to be announced by the end of the week, will be used to put money directly into the accounts of more than 100 million poor and to support businesses hit by the lockdown.
