RBI Governor Shaktikanta Das addresses the media on the following points:

~ RBI advances monetary policy committee meeting to Mar 25-27.

~ Repo rate reduced by 75 basis points to 4.4.%. Reverse repo-rate reduced by 90 basis points to 4%.

~ The decisions to lower RepoRate and Reverse RepoRate have been warranted by the disruptive force of COVID2019 to:

1) mitigate the impact of coronavirus

2) revive growth

3) preserve financial stability

~ MPC (Monetary Policy Committee) noted that global economic activity has come to a near stand-still as COVID19 related lockdowns and social distancing in affected countries. Expectations of a shallow recovery in 2020 from 2019’s decade low in global growth have been dashed. The outlook is now heavily contingent upon the intensity, spread and duration of the pandemic. There is a rising probability that large parts of the world will slip into recession.

~ The RBI is in mission mode, monitoring evolving financial conditions and calibrating its operations to provide additional liquidity support or other measures as needed.

~ The implied GDP growth rate of 4.7% in Q4 of 2019-20 is now at risk; most sectors of the economy apart from agriculture and allied activities will be adversely affected due to the COVID2019 pandemic, depending on intensity, spread and duration of the pandemic.

~ All lending institutions – commercial banks, cooperative, MFI, are being permitted to allow 3-month moratorium on term loans.

~ Cash Reserve Ratio cut by 100 basis points to 3%.

~ As regards inflation, Jan and Feb 2020 trends indicate that outcomes for the quarter are running above earlier projections, due to onion price shock. Food prices may come down further due to the beneficial effects of record food grain and horticulture production.
