This is to enable them to live healthy and regular lives. The assistance is essential for these persons&#8217; social, economic, and vocational rehabilitation. The government has different schemes, recognising the unique challenges faced by the specially abled in society.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">The government makes these schemes through different ministries and departments. Some of the key ministries and government departments are as follows:<\/span><\/p>\n<ul>\n<li><span data-preserver-spaces=\"true\">Ministry of Social Justice and Empowerment<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">Department of Empowerment of Persons with Disabilities (DEPwD<\/span><span data-preserver-spaces=\"true\">)<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">National Trust for the Welfare of Persons with Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">Ministry of Health and Family Welfare<\/span><\/li>\n<\/ul>\n<p><span data-preserver-spaces=\"true\">Implementing or creating any scheme must promote inclusivity, give access to resources, and improve the quality of life of these persons. As of today, the Indian government has made significant advancements in providing relief to the specially abled. These schemes ensure social integration, provide equal opportunities, and, most importantly, economic independence.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">This article examines three <\/span><span data-preserver-spaces=\"true\">of these<\/span><span data-preserver-spaces=\"true\"> schemes\u2014their objectives, eligibility, and assistance\/benefits\u2014to help readers become aware of the present schemes and how they are helping the target group.<\/span><\/p>\n<h2><strong><span data-preserver-spaces=\"true\">The following schemes are applicable to help the specially-abled:<\/span><\/strong><\/h2>\n<h3><strong><span data-preserver-spaces=\"true\">Assistance to Disabled Persons for Purchase\/Fitting of Aids and Appliances (ADIP) Scheme<\/span><\/strong><\/h3>\n<ul>\n<li><span data-preserver-spaces=\"true\">Objectives: This scheme has <\/span><span data-preserver-spaces=\"true\">been made<\/span><span data-preserver-spaces=\"true\"> with the following objectives:<\/span><\/li>\n<\/ul>\n<ol>\n<li><span data-preserver-spaces=\"true\">To assist the specially-abled in obtaining certain appliances to help their physical, social, and psychological rehabilitation.<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">These appliances must be durable, sophisticated, scientifically manufactured, and modern.<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">The appliances given to these persons must have due certification.<\/span><\/li>\n<\/ol>\n<ul>\n<li><span data-preserver-spaces=\"true\">Eligibility: <\/span><span data-preserver-spaces=\"true\">To be a beneficiary under this scheme<\/span><span data-preserver-spaces=\"true\">, <\/span><span data-preserver-spaces=\"true\">the following criteria must be met<\/span><span data-preserver-spaces=\"true\">:<\/span><\/li>\n<\/ul>\n<ol>\n<li><span data-preserver-spaces=\"true\">The person must be an Indian citizen. Age is not a bar here.<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">He\/she must possess a unique disability identity card (UDID) issued by the Ministry, an enrollment number for the UDID card, and a disability certificate showing at least 40% disability. He\/she should also have an Aadhar card or Aadhar&#8217;s enrollment ID.<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">The person should <\/span><span data-preserver-spaces=\"true\">not<\/span><span data-preserver-spaces=\"true\"> receive <\/span><span data-preserver-spaces=\"true\">more than Rs.30,000\/-<\/span><span data-preserver-spaces=\"true\"> per month as income from all sources.<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">If the person is a dependant, the income of parents or guardians must not exceed Rs. 30,000\/\u2014per month.<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">Lastly, only those who have <\/span><span data-preserver-spaces=\"true\">not received<\/span><span data-preserver-spaces=\"true\"> assistance from any government or non-official organisation during the last 3 years will be eligible.<\/span><span data-preserver-spaces=\"true\"> The exception <\/span><span data-preserver-spaces=\"true\">is made<\/span><span data-preserver-spaces=\"true\"> for children under 18. As for them, the limit is 1 year.<\/span><\/li>\n<\/ol>\n<ul>\n<li><span data-preserver-spaces=\"true\">Assistance available under the scheme: Once you enrol in this scheme, <\/span><span data-preserver-spaces=\"true\">the following assistance shall be provided<\/span><span data-preserver-spaces=\"true\">:<\/span><\/li>\n<\/ul>\n<ol>\n<li><span data-preserver-spaces=\"true\">For aids\/appliances costing up to Rs. 15,000, <\/span><span data-preserver-spaces=\"true\">full financial assistance will be given<\/span><span data-preserver-spaces=\"true\">.<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">For aids\/appliances costing between RS. <\/span><span data-preserver-spaces=\"true\">15,001 and Rs. 30,000, financial assistance up to Rs. 15,000 shall be given<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">Beyond this, <\/span><span data-preserver-spaces=\"true\">the contribution must be made<\/span><span data-preserver-spaces=\"true\"> from different government funds, or the beneficiary himself has to arrange the necessary appliance.<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">The comprehensive list of items available as aids and assistive devices is provided and updated on the DEPwD and ARJUN websites.<\/span><\/li>\n<\/ol>\n<ul>\n<li><span data-preserver-spaces=\"true\">Identification of beneficiaries: The government shall use the following mediums for identifying the beneficiaries of the scheme:<\/span><\/li>\n<\/ul>\n<ol>\n<li><span data-preserver-spaces=\"true\">Through Camps<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">Through Headquarters<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">Through Mobile App<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">Through ARJUN Portal<\/span><\/li>\n<\/ol>\n<h3><strong><span data-preserver-spaces=\"true\">Disha Scheme<\/span><\/strong><\/h3>\n<ul>\n<li><span data-preserver-spaces=\"true\">Objectives: The scheme has <\/span><span data-preserver-spaces=\"true\">been made<\/span><span data-preserver-spaces=\"true\"> with the following objectives:<\/span><\/li>\n<\/ul>\n<ol>\n<li><span data-preserver-spaces=\"true\">It aims to establish the Disha Centre for early intervention for persons with disabilities (PwD) aged 0\u201310 years through therapy, training, and support for family members.<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">Registered Organisations (RO) must operate and provide certain minimum facilities in these Disha Centres.<\/span><\/li>\n<\/ol>\n<ul>\n<li><span data-preserver-spaces=\"true\">Eligibility: <\/span><span data-preserver-spaces=\"true\">To be a beneficiary under this scheme<\/span><span data-preserver-spaces=\"true\">, <\/span><span data-preserver-spaces=\"true\">the following criteria must be met<\/span><span data-preserver-spaces=\"true\">:<\/span><\/li>\n<\/ul>\n<ol>\n<li><span data-preserver-spaces=\"true\">The age should be between 0 and 10 years.<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">The person should have any disabilities covered under the National Trust Act.<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">He\/she<\/span><span data-preserver-spaces=\"true\"> should not <\/span><span data-preserver-spaces=\"true\">be registered<\/span><span data-preserver-spaces=\"true\"> under the Samarth Scheme.<\/span><\/li>\n<\/ol>\n<ul>\n<li><span data-preserver-spaces=\"true\">Benefits: Once you enrol in this scheme, <\/span><span data-preserver-spaces=\"true\">the following assistance shall be provided<\/span><span data-preserver-spaces=\"true\">:<\/span><\/li>\n<\/ul>\n<ol>\n<li><span data-preserver-spaces=\"true\">The RO will provide daycare facilities to specially abled people for at least four hours daily, between 8 <\/span><span data-preserver-spaces=\"true\">am and 6 pm, along with age-specific activities<\/span><span data-preserver-spaces=\"true\">.<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">The daycare where a person has enrolled shall be open at least 21 days a month. <\/span><span data-preserver-spaces=\"true\">This<\/span><span data-preserver-spaces=\"true\"> means they need not worry about their well-being, as these centres will care for them almost the entire time.<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">The centre will provide a Special Educator or Early Intervention Therapist, a Physiotherapist or Occupational therapist, and a Counsellor, along with Caregivers.<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">The centres will have a medical assessment room, activity room, and recreation room.<\/span><\/li>\n<\/ol>\n<ul>\n<li><span data-preserver-spaces=\"true\">Enrolment Process: For enrolling at the Disha centre, the following process has to <\/span><span data-preserver-spaces=\"true\">be followed<\/span><span data-preserver-spaces=\"true\">:<\/span><\/li>\n<\/ul>\n<ol>\n<li><span data-preserver-spaces=\"true\">Visit the nearest Disha centre with the required proof.<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">An assessment test will be conducted with the help of a Therapist or Counsellor. If the child is able to attend school, the parents\/guardians will be guided accordingly. If not, they can simply enrol at the Disha centre.<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">The RO will make the requisite checks regarding the background. After verification, the child is enrolled in the centre, and an ID Card is given to the parents or guardians.<\/span><\/li>\n<\/ol>\n<h3><strong><span data-preserver-spaces=\"true\">GHARAUNDA Scheme<\/span><\/strong><\/h3>\n<ul>\n<li><span data-preserver-spaces=\"true\">Objectives: The scheme has <\/span><span data-preserver-spaces=\"true\">been made<\/span><span data-preserver-spaces=\"true\"> with the following objectives:<\/span><\/li>\n<\/ul>\n<ol>\n<li><span data-preserver-spaces=\"true\">It provided assured home and minimum quality of care services.<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">Establishment of requisite infrastructure throughout the country.<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">Encouraging<\/span><span data-preserver-spaces=\"true\"> assisted living with independence and dignity.<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">Ensuring<\/span><span data-preserver-spaces=\"true\"> sustainability in providing care services.<\/span><\/li>\n<\/ol>\n<ul>\n<li><span data-preserver-spaces=\"true\">Eligibility: <\/span><span data-preserver-spaces=\"true\">To be a beneficiary under this scheme<\/span><span data-preserver-spaces=\"true\">, <\/span><span data-preserver-spaces=\"true\">the following criteria must be met<\/span><span data-preserver-spaces=\"true\">:<\/span><\/li>\n<\/ul>\n<ol>\n<li><span data-preserver-spaces=\"true\">The person should be more than 18 years of age.<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">The person should have any one of the disabilities as mentioned under the National Trust Act, 1999. These disabilities are autism, cerebral palsy, mental retardation, and multiple disabilities.<\/span><\/li>\n<\/ol>\n<ul>\n<li><span data-preserver-spaces=\"true\">Benefits: Once you enrol in this scheme, <\/span><span data-preserver-spaces=\"true\">the following assistance shall be provided<\/span><span data-preserver-spaces=\"true\">:<\/span><\/li>\n<\/ul>\n<ol>\n<li><span data-preserver-spaces=\"true\">The beneficiaries shall be assured of a home and minimum quality of care services throughout their lives.<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">They will have easy access to <\/span><span data-preserver-spaces=\"true\">basic<\/span><span data-preserver-spaces=\"true\"> medical care.<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">To further ease their lives, vocational and pre-vocational activities shall be conducted.<\/span><\/li>\n<\/ol>\n<ul>\n<li><span data-preserver-spaces=\"true\">Enrolment Process: For enrolling at the Gharaunda Centre, the following process has to <\/span><span data-preserver-spaces=\"true\">be followed<\/span><span data-preserver-spaces=\"true\">:<\/span><\/li>\n<\/ul>\n<ol>\n<li><span data-preserver-spaces=\"true\">The specially-abled person <\/span><span data-preserver-spaces=\"true\">is brought<\/span><span data-preserver-spaces=\"true\"> to the centre.<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">A therapist or counsellor shall conduct an assessment test to determine the specific needs.<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">If the person is an orphan, abandoned, or from a family in crisis, authorised district officials must <\/span><span data-preserver-spaces=\"true\">certifiy<\/span><span data-preserver-spaces=\"true\"> it.<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">Further checks <\/span><span data-preserver-spaces=\"true\">are made<\/span><span data-preserver-spaces=\"true\">, and the person <\/span><span data-preserver-spaces=\"true\">is automatically enrolled<\/span><span data-preserver-spaces=\"true\"> in the Niramaya scheme and Gharaunda.<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">Lastly, the parent\/guardian fills out the enrollment form and pays the fee (if applicable).<\/span><\/li>\n<\/ol>\n<p><span data-preserver-spaces=\"true\">In conclusion, the government has made significant strides in ensuring that the specially-abled <\/span><span data-preserver-spaces=\"true\">are covered<\/span><span data-preserver-spaces=\"true\"> through different schemes. <\/span><span data-preserver-spaces=\"true\">This<\/span><span data-preserver-spaces=\"true\"> is to ensure that they have assistance for the rest of their lives and that their integration into society happens smoothly.
