This appointment is a testament to a significant change in the leadership of our <\/span><span data-preserver-spaces=\"true\">country&#8217;s<\/span><span data-preserver-spaces=\"true\"> most vital financial institution. The person navigating the complexity of our monetary policies has an extensive public policy background, making him a suitable candidate. <\/span><span data-preserver-spaces=\"true\">So, through<\/span><span data-preserver-spaces=\"true\"> this article, we try to get to know our new RBI Governor in a detailed way, starting right from his early life going all the way to the present appointment and the challenges that lie ahead.<\/span><\/p>\n<h2><strong><span data-preserver-spaces=\"true\">Early Life<\/span><\/strong><\/h2>\n<p><span data-preserver-spaces=\"true\">Born on February 14, 1968, in the Bikaner region of Rajasthan, he graduated in Computer Science <\/span><span data-preserver-spaces=\"true\">from the Indian Institute of Technology (IIT), Kanpur, and<\/span><span data-preserver-spaces=\"true\"> then went on to pursue a <\/span><span data-preserver-spaces=\"true\">Master&#8217;s<\/span><span data-preserver-spaces=\"true\"> in Public Policy from Princeton University, USA. This stellar academic background gave him a strong foundation in public administration and economic policy.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">Thereafter, he cleared the Union Public Service Commission (UPSC) examination in 1990 and <\/span><span data-preserver-spaces=\"true\">was admitted<\/span><span data-preserver-spaces=\"true\"> to this esteemed service as an Indian Administrative Officer (IAS). His induction into these services was from the Rajasthan cadre. From that year onwards and up until now, his career has spanned over 33 years. In these years, he has had the opportunity to work across different sectors, including power, finance and taxation, information technology (IT), and mines.<\/span><\/p>\n<h2><strong><span data-preserver-spaces=\"true\">Overview of the Career<\/span><\/strong><\/h2>\n<p><span data-preserver-spaces=\"true\">Given his excellence in academics and public policy, he was able to attain significant positions throughout his career, such as:<\/span><\/p>\n<ul>\n<li><strong>Revenue Secretary<\/strong><\/li>\n<\/ul>\n<p><span data-preserver-spaces=\"true\">Before being appointed RBI Governor, Malhotra was a secretary in the Department of Revenue, which is part of the Ministry of Finance. In that department, he was an integral part of several initiatives, such as rationalising capital gains tax in the Union Budget, removing windfall gains, and encouraging the migration from the old tax regime to the new regime.<\/span><\/p>\n<ul>\n<li><strong>Secretary, Department of Financial Services<\/strong><\/li>\n<\/ul>\n<p><span data-preserver-spaces=\"true\">Before being appointed to the <\/span><span data-preserver-spaces=\"true\">department mentioned above<\/span><span data-preserver-spaces=\"true\">, he worked as a secretary in the Department of Financial Services.<\/span><\/p>\n<ul>\n<li><strong>Chairman and Managing Director of REC Limited<\/strong><\/li>\n<li><span data-preserver-spaces=\"true\">The new Governor has also served as the Chairman and Managing Director of REC Limited. This Maharatna company has continuously played a decisive role in ensuring that the power sector projects across India <\/span><span data-preserver-spaces=\"true\">are financed<\/span><span data-preserver-spaces=\"true\"> sufficiently.<\/span><\/li>\n<\/ul>\n<h2><strong><span data-preserver-spaces=\"true\">Appointment as the Governor<\/span><\/strong><\/h2>\n<p><span data-preserver-spaces=\"true\">The Central Government announced Sanjay <\/span><span data-preserver-spaces=\"true\">Malhotra&#8217;s<\/span><span data-preserver-spaces=\"true\"> appointment on December 9, 2024. His tenure is set to begin on December 11, 2024. After his appointment, he became the 26th Governor of our central bank. The appointment came at a time when <\/span><span data-preserver-spaces=\"true\">the tenure of<\/span><span data-preserver-spaces=\"true\"> the last Governor, Shaktikanta Das, was coming to an end on December 10, 2024.<\/span><\/p>\n<h2><strong><span data-preserver-spaces=\"true\">What is the expectation from his tenure?<\/span><\/strong><\/h2>\n<p><span data-preserver-spaces=\"true\">The appointment of the new Governor has come at a time when multiple global scenarios and situations are happening simultaneously. Therefore, it is expected of him to ensure that the policies made are in line with these situations so as not to affect our market in any way.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">Further, the market speculates that the RBI may adopt an accommodative monetary policy stance. This move is expected to support our economic growth while considering inflationary pressures and ensuring a balance is maintained.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">Some experts also expect a possible rate cut when monetary policy is reviewed in February 2025. In addition to these speculations, Malhotra has relied on <\/span><span data-preserver-spaces=\"true\">stability<\/span><span data-preserver-spaces=\"true\">, trust, and growth as his guiding lights during his tenure as Governor. He is also committed to maintaining continuity in policy while ensuring public interest.<\/span><\/p>\n<h2><strong><span data-preserver-spaces=\"true\">What are the challenges?<\/span><\/strong><\/h2>\n<p><span data-preserver-spaces=\"true\">While Sanjay Malhotra has stressed <\/span><span data-preserver-spaces=\"true\">stability<\/span><span data-preserver-spaces=\"true\">, trust, and growth as his guiding factors, all of them shall <\/span><span data-preserver-spaces=\"true\">be tested<\/span><span data-preserver-spaces=\"true\"> as his 3-year-old tenure will be filled with challenges. Some of these challenges are:<\/span><\/p>\n<ul>\n<li><span data-preserver-spaces=\"true\">The global challenges should be anticipated<\/span><span data-preserver-spaces=\"true\">, and <\/span><span data-preserver-spaces=\"true\">the monetary policies should be drafted<\/span><span data-preserver-spaces=\"true\"> accordingly.<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">Another challenge is to maintain the integrity of the financial system. While several systems are in place to ensure integrity, the bank will still have to remain more and more vigilant owing to the threats that prevail.<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">The constitution of the monetary policy has changed in the last few months. With a new Governor, three new members in October and possibly a new Deputy Governor, the committee is experiencing a <\/span><span data-preserver-spaces=\"true\">major<\/span><span data-preserver-spaces=\"true\"> change. <\/span><span data-preserver-spaces=\"true\">So, <\/span><span data-preserver-spaces=\"true\">the <\/span><span data-preserver-spaces=\"true\">committee&#8217;s<\/span><span data-preserver-spaces=\"true\"> conduct concerning various decisions must be observed<\/span><span data-preserver-spaces=\"true\">.<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">In the past few weeks, there has been a slight conflict between the government and the bank over the monetary policy. The government needed the policy to be more stringent and focused than its existing approach.<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">There are some concerns in the market related to the appointment of the new Governor. <\/span><span data-preserver-spaces=\"true\">Given his background in bureaucracy, people are sceptical that a technocrat would be more suitable for the job.<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">Further, since he has a background in government finance, people are concerned that the government may influence the monetary policy decisions. The markets may watch <\/span><span data-preserver-spaces=\"true\">Malhotra&#8217;s<\/span><span data-preserver-spaces=\"true\"> policies and their alignment with government interests.<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">In addition, the <\/span><span data-preserver-spaces=\"true\">bank&#8217;s<\/span><span data-preserver-spaces=\"true\"> stance on cryptocurrency can also <\/span><span data-preserver-spaces=\"true\">be seen<\/span><span data-preserver-spaces=\"true\">. Does the bank formulate stringent guidelines or place restrictions? All these three are very apt pillars, which we need to continue building on<\/span><span data-preserver-spaces=\"true\">.\u201d<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">Further assurance was given<\/span><span data-preserver-spaces=\"true\"> regarding his inclination to ensure public welfare. He said,<\/span><span data-preserver-spaces=\"true\"> &#8220;<\/span><span data-preserver-spaces=\"true\">Stability<\/span><span data-preserver-spaces=\"true\"> in policy and continuity is <\/span><span data-preserver-spaces=\"true\">very important<\/span><span data-preserver-spaces=\"true\">. <\/span><span data-preserver-spaces=\"true\">Decisions will be taken<\/span><span data-preserver-spaces=\"true\"> with public interest to preserve trust in this institution<\/span><span data-preserver-spaces=\"true\">.\u201d<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">The Governor also highlighted the need to maintain market stability. He added,<\/span><span data-preserver-spaces=\"true\"> \u201c<\/span><span data-preserver-spaces=\"true\">We cannot be stuck.
