Still, one such sector that is\u2002always on a diversification path is the<\/span> <span data-preserver-spaces=\"true\">defence manufacturing industry. Well, one of the last big contracts that created a bit of a media buzz is that unique Rs 1,561 crore deal with the Heavy Vehicles Factory (HVF)\u2002in Tamil <\/span><span data-preserver-spaces=\"true\">Nadu&#8217;s<\/span><span data-preserver-spaces=\"true\"> Avadi. This step by the Indian government signifies the intention to promote Make in India and strengthen\u2002its arsenal through indigenous means.<\/span><\/p>\n<h2><strong><span data-preserver-spaces=\"true\">The Vision of Aatmanirbhar Bharat<\/span><\/strong><\/h2>\n<p><span data-preserver-spaces=\"true\">Aatmanirbhar Bharat is not simply a slogan; it is a movement to lessen <\/span><span data-preserver-spaces=\"true\">India\u2019s<\/span><span data-preserver-spaces=\"true\"> reliance\u2002on imports and to help Indigenous industries grow. <\/span><span data-preserver-spaces=\"true\">The programme, launched by Prime Minister Narendra Modi in<\/span><span data-preserver-spaces=\"true\"> 2020, is based on\u2002five pillars: economy, infrastructure, system, vibrant demography, and demand. This first initiative includes defence manufacturing, which aims\u2002to make the country self-sufficient in its defence needs.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">India has\u2002always been among the top importers of defence equipment. This dependence upon foreign technology and systems has drawn economic dollars\u2002out of the USA and become an issue of national security concerns. The Aatmanirbhar Bharat initiative aims to redefine this status quo\u2002by promoting local manufacturing and fostering local talent.<\/span><\/p>\n<h2><strong><span data-preserver-spaces=\"true\">Hindustan Aeronautics:\u2002Flags of Excellence in Aerospace and Defence Manufacturing<\/span><\/strong><\/h2>\n<p><span data-preserver-spaces=\"true\">Established in 1965 in Avadi, Tamil Nadu, the Heavy Vehicles Factory\u2002(HVF) has been a key pillar of <\/span><span data-preserver-spaces=\"true\">India\u2019s<\/span><span data-preserver-spaces=\"true\"> defence manufacturing ecosystem. Under the Ordnance Factory Board, HVF specialises in manufacturing armoured fighting vehicles, such as the iconic Arjun main battle tanks (MBTs) and T-72 and T-90 tanks, the backbone of the Indian\u2002<\/span><span data-preserver-spaces=\"true\">Army\u2019s<\/span><span data-preserver-spaces=\"true\"> armoured divisions.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">The factory has played\u2002a central role in defence preparedness and has changed over the years with the changing needs of modern warfare. Through the attention to Indigenous design,\u2002production HVF has emerged as a symbol of <\/span><span data-preserver-spaces=\"true\">India&#8217;s<\/span><span data-preserver-spaces=\"true\"> growing self-reliance in defence technology.<\/span><\/p>\n<h2><strong><span data-preserver-spaces=\"true\">What Does The Rs 1,561 Crore Contract Entail?<\/span><\/strong><\/h2>\n<p><span data-preserver-spaces=\"true\">The landmark Rs 1,561 crore contract recently inked by the MoD with the Heavy Vehicle Factory (HVF) to procure the MBTs affirms\u2002<\/span><span data-preserver-spaces=\"true\">India&#8217;s<\/span><span data-preserver-spaces=\"true\"> will for indigenisation in the defence manufacturing sector. In that respect, India is already on the\u2002right track, exporting defence equipment to over 75 countries. These contracts lend credibility to Indian\u2002defence offerings, thus making them attractive to global buyers.<\/span><\/p>\n<h2><strong><span data-preserver-spaces=\"true\">Challenges<\/span><\/strong><\/h2>\n<p><span data-preserver-spaces=\"true\">Even though it is, in principle, supposed to provide self-reliance, there are a series\u2002of challenges. The government and the industry will need to come together using the vision of Aatmanirbhar Bharat to translate it\u2002into a description of the reality on the ground, helping identify challenges and seize opportunities.<\/span><\/p>\n<h2><strong><span data-preserver-spaces=\"true\">Policy Support<\/span><\/strong><\/h2>\n<p><span data-preserver-spaces=\"true\">The government has already enacted several\u2002policies to promote Indigenous defence manufacturing, including:<\/span><\/p>\n<ul>\n<li><strong><span data-preserver-spaces=\"true\">Defence Acquisition Procedure (DAP) 2020:<\/span><\/strong><span data-preserver-spaces=\"true\"> Under this policy, the emphasis was on the<\/span><span data-preserver-spaces=\"true\"> \u2018<\/span><span data-preserver-spaces=\"true\">Buy Indian<\/span><span data-preserver-spaces=\"true\">\u2019 <\/span><span data-preserver-spaces=\"true\">and<\/span><span data-preserver-spaces=\"true\"> \u2018<\/span><span data-preserver-spaces=\"true\">Buy and Make\u2002Indian<\/span><span data-preserver-spaces=\"true\">\u2019 <\/span><span data-preserver-spaces=\"true\">categories.<\/span><\/li>\n<li><strong><span data-preserver-spaces=\"true\">Production-Linked\u2002Incentive (PLI) Scheme:<\/span><\/strong><span data-preserver-spaces=\"true\"> Incentives for domestic production in multiple sectors, including defence.<\/span><\/li>\n<li><strong><span data-preserver-spaces=\"true\">FDI Liberalisation:<\/span><\/strong><span data-preserver-spaces=\"true\"> 74% in automatic and 100% with government approval: In defence manufacturing, the limit of Foreign Direct Investment (FDI) has been increased to 74% under the automatic route and 100% with\u2002government approval.<\/span><\/li>\n<\/ul>\n<h2><strong><span data-preserver-spaces=\"true\">Technological Advancements<\/span><\/strong><\/h2>\n<p><span data-preserver-spaces=\"true\">R&amp;D investment is key to closing\u2002the technology gaps. Steps such as collaboration by the Defence Research and Development Organisation (DRDO) with private companies and academic institutions can go\u2002a long way in facilitating it.<\/span><\/p>\n<h2><strong><span data-preserver-spaces=\"true\">Focus on Exports<\/span><\/strong><\/h2>\n<p><span data-preserver-spaces=\"true\">India must make its defence products globally competitive to meet its target of $5\u2002billion in defence exports by 2025. This includes enhancing quality, following international standards, and implementing effective marketing.<\/span><\/p>\n<h2><strong><span data-preserver-spaces=\"true\">Conclusion<\/span><\/strong><\/h2>\n<p><span data-preserver-spaces=\"true\">The contract, signed with HVF for Rs 1,561 crore, is a significant step toward making India self-reliant for defence\u2002needs.
