MSME Schemes in India

Schemes of Ministry of Micro, Small and Medium Enterprises

In India, the Ministry of Micro, Small and Medium Enterprises deals with the various assistance programmes that are made available to these small-business units. These programmes can be divided into three major divisions – SME Division Schemes, ARI Division Schemes and DC MSME Schemes.

SME Division Schemes

There are four major programmes provided to MSMEs under this head. The first among these is the Scheme for ‘Providing financial assistance on International Cooperation’. It is related to the International Cooperation Scheme. It deals with providing assistance to MSME, so that they are able to send delegations to overseas locations, thus enabling them to find out and know more about newer technologies being used in those countries. Their help also comes in handy to upgrade existing technology and incorporate new ones. With the help of this programme, Indian MSMEs can enter joint ventures or collaborate with international companies and get access to better markets.

This programme also enables MSMEs in India to take part in exhibitions, buyer and seller meet-up events and trade fairs organised in other countries. If there is a similar event in India where international companies are taking part, the Indian MSMEs can participate in them with the help of this programme.

Following are the other major programmes in this particular division:

  • Scheme for ‘providing financial assistance for performance and credit rating under PCR Scheme’
  • Scheme for providing financial assistance on marketing support under Marketing Assistance Scheme
  • Scheme for providing establishment of new institutions (EDIs) and strengthening the infrastructure for EDIs under ATI Scheme

ARI Division Schemes

There are nine major schemes in the ARI Division. The first and foremost among them is the Scheme for providing financial assistance to set up new enterprises under PMEGP. It is related to the Prime Minister Employment Generation Programme. The Khadi and Village Industries Commission is implementing the said programme. It plays the role of the nodal agency at the all-India level for this programme.

The other names in this particular division have been mentioned as below:

  • Scheme for providing insurance cover to khadi artisans under Janshree Bima Yojana
  • Scheme for providing financial assistance to Coir units for export under Plan (General)
  • Scheme for providing financial assistance to Khadi institutions under MDA
  • Scheme for providing training to the aspiring Coir workers for capacity development and quality improvement under Plan (General)
  • Scheme for providing financial assistance for R & D activities of Coir Board under Central Sector Plan Scheme of Science & Technology (S&T) of the Coir Board
  • Scheme for providing financial assistance to Coir units for infrastructure development under Plan (General)
  • Scheme for providing financial assistance to Coir units under REMOT
  • Scheme for providing insurance cover to Coir workers under Plan (General)

DC MSME Schemes

The DC MSME division boasts of 22 programmes for companies in the MSME sector. The Scheme for ‘Providing Financial Assistance on Bar-Code’, an NMCP Scheme, is one of the major names in this regard. It is basically a programme in which the fees paid for bar coding is reimbursed to the company that has made the payment.

The other programmes of this part are enumerated as below:

  • Scheme for ‘Support for entrepreneurial and managerial development of SMEs through incubators’ – an NMCP Scheme
  • Scheme for ‘Credit Guarantee Fund for Micro and Small Enterprises’
  • Scheme for ‘Enabling manufacturing sector to be competitive through Quality Management Standards and Quality technology tools’ – an NMCP Scheme
  • Scheme for ‘ISO 9000/ISO 14001 Certification Reimbursement
  • Scheme for ‘Building Awareness on Intellectual Property Rights’ (IPR) for the Micro, Small & Medium Enterprises – an NMCP Scheme
  • Scheme for ‘Market Development Assistance (MDA) to MSMEs’
  • Scheme for ‘Lean Manufacturing Competitiveness of Micro Small and Medium Enterprises (LMCS)’ – an NMCP Scheme
  • Scheme ‘Strengthening of Training Infrastructure of existing and new Entrepreneurship Development Institutions’
  • Scheme for ‘Setting up Mini Tool Room & Training Centres under PPP Mode’ – an NMCP Scheme
  • Scheme for ‘Micro Finance Programme’
  • Scheme for ‘Building Design expertise of MSMEs Manufacturing sector (Design clinic scheme)’ – an NMCP Scheme
  • Scheme for ‘National Awards’
  • Scheme for ‘Marketing Assistance and Technology Up-gradation of MSMEs’ – an NMCP Scheme
  • Scheme for ‘Supporting 5 selected universities / colleges to run 1200 entrepreneurship clubs per annum’
  • Scheme for ‘Technology and Quality Upgradation (TEQUP) Support to MSMEs’ – an NMCP Scheme
  • Scheme for ‘Trade Related Entrepreneurship Assistance and Development (TREAD) Scheme to Women’
  • Scheme for ‘Promotion of ICT in Indian Manufacturing Sector (ICT)’ – an NMCP Scheme
  • Scheme for ‘Entrepreneurship Skill Development Programmes (ESDP)’
  • Scheme for ‘Micro & Small Enterprises Cluster Development Programme (MSE-CDP)’
  • Scheme for ‘Credit Linked Capital Subsidy for Technology Upgradation (CLCS- TU)’
  • Scheme for ‘Vendor Development Programme for Ancillarisation’
