The office of the Chief Electoral Officer of Himachal Pradesh operates under the overseeing administration and control of the Election Commission of India. It is a fundamental right of the citizens of the Sovereign Socialist Democratic Republic of India to exercise the voting franchise and elect their desired leaders. According to the Constitution," We, the people, through this exercise of our right to vote have the ultimate power to shape the destiny of country by electing our representatives, who run the Government and take decisions for the growth, development and benefit of all the citizens."

The government permits any responsible citizen above the age of 18 and of sound mind and character to exercise their voting right and democratically elect their leaders. The state government of Himachal Pradesh has now implemented the modern mechanism of the Electronic Voting Machine to hasten and simplify the voting process and also reduce the possible chances of rigging.
