Government Initiative:
The Government of Kerala has not only been actively promoting school education but has also been setting up the infrastructure necessary to support their ideals. The government has been building schools and successfully running them all over the state. However special emphasis has been laid on the rural sector. In the villages and other rural areas the self governing bodies such as panchayats have taken up the task of promoting education. The total number of schools under these self governing bodies such as panchayats, municipalities and corporations as in 2000 is 12310. Of the 9694 primary schools in the state, about 61 percent are private run and 36% government run schools. Every village in Kerala has about five primary schools. The number of secondary schools in Kerala has risen sharply mainly due to the government's enormous effort. The number of secondary schooling institutions in 1996-97 there were 2,580 as against 895 in 1960-61. About 975 (37.67%) of these are Government schools and 213 (8.23%) are private unaided schools. The remaining 1,400 (54.1%) secondary schools are private aided schools. The total number of higher secondary education providing schools in Kerala was only a meager 84 till 1994. This has risen to about 931 in 2000. 417 of these are completely government run, 506 are government aided sector and 8 are completely unaided.
Due to the commendable efforts of the Government of Kerala in the field of women’s upliftment, the number of girls enrolling into schools is 49% almost equal to the boys. Also surprisingly at the high school level, the total number of girls enrolling is 58%, i.e. more than half of the total students pursuing higher secondary education are girls.
Kerala Government does not believe in simply constructing educational institutions. The authorities believe in making schools a better place and promote the desire among the younger generation to study in such institutions. The attempt is to provide a hygienic environment and all the basic amenities for the young minds to bloom. 83% of Kerala's schools are held in properly constructed buildings. Clean drinking water has been provided in 84 percent Government schools and 85 percent of these have hygienic restroom facilities.
The DPEP is a Government of India sponsored programme that aims at promoting primary education in the educationally backward districts of the country. The scheme was put into action in Kerala in December 1994 and the districts of Malappuram, Wayanad and Kasargod were targeted as areas requiring implementation of this programme. The DPEP lays great emphasis on local participation in the planning and management of educational institutions and subsequent decentralization.
Vocational Higher Secondary Education was introduced in Kerala (1983-84) at the higher secondary level. There are about 322 VHS School in the entire state and of these 231 are Government run. They teach 45 subjects including agriculture i.e. farm animal or livestock management and piscaries, health and paramedic services, business, commerce, home science and humanities and engineering related subjects. Only girls are enrolled to a few subjects such as tailoring and embroidery, cosmetology and management of beauty parlors, crèche and pre-school management etc.
