Der Leiter des Kongress, Pratapsingh Raoji Rane, ist der jetzige Ministerpräsident von Goa. Pratapsingh Rane hatte Sitzplatz seit dem 7. Juli 2005 gehalten. Der Gouverneur S C Jamir hat ihm Amtseid und Schweigepflicht vor hunderten Menschen am Raj Bhavan abgenommen.

Nachdem Jamir die Regierung der von Manohar Parrikar geleiteten Bharatiya Janata Partei entlassen hatte, hatte Rane, im Namen von Kongress geleiteter United Legislature Partei, Ansprüche angemeldet.

Rane wurde der Leiter der Legislativepartei während einer Sitzung von Gesetzgebern einstimmig gewählt.
